Arline was born Aug. 8, 1924 in Ralls. She was a Home Economics graduate from Texas Tech University and taught in the Haskell High School prior to her marriage.
She married Bernard Phelps on Oct. 26, 1945 in Lubbock. The couple made their home in Haskell until moving to Muleshoe in 1950. The Phelps' raised all three of their children in Muleshoe where Arline was an active advocate for the community. She was a Brownie and Girl Scout leader, PTA President , bridge player, teacher, charter member of the Area Hospital Auxiliary, and member of the Muleshoe Country Club. As a member of the First United Methodist Church, Arline was a Sunday school teacher, active on many church committees and in later years, a Lay Shepard.
Arline and three other artist friends opened the Muleshoe Art Loft in the 1960's, originally as an outlet for their artwork. It grew into and became a well-known and favorite antique/art/gift-shopping place for people from all over the U.S. As a renowned and respected artist, Arline's paintings are appreciated in the State of Texas and beyond.
She has served on the Muleshoe Area Hospital District Board for the last 6 years, acting as secretary and being instrumental in the development and decorating of Parkview Nursing Home in Muleshoe.
